Parliament on Tuesday plans to consider the second reading of the bill number 0890 on amendments to some legislative acts of Ukraine concerning the strengthening of the responsibility for driving a vehicle while intoxicated. The document was submitted to the Parliament in late 2012 deputies from the Party of Regions, Vladimir Oleynik.
According to the explanatory memorandum , the bill is expected to increase penalties for drunk drivers. Penalties for those caught for the first time want to increase 6,8-7,65 th ( now 2,55-3,4 ths) or deny a driver's license for up to three or four years (now - between one and two).
The penalty for a second violation - a fine 8,5-11,9 ths or deprivation of rights for 4-5 years with confiscation of cars or adminarest for 10 to 15 days, with the withdrawal of car (now - deprivation of rights for a period of 2 to 3 years after the seizure of cars, 50-60 hours of community service or adminarest 10-15 days).
"Increasing penalties for drunk drivers is quite an effective method to reduce the number on the roads. Amount of liability has been and will serve as a deterrent to offenders. Before the break, a hundred times you wonder whether it is worth. Any of those who have been to Europe at the wheel, understand what it was about ", - said Delo.UA partner of ADCOM Law Firm Diana Antokhina.
At the same time, lawyers are of the opinion that the increase of fines for a real reduction in the number of drunks on the roads of Ukraine is not enough. Also, according to Antokhina, it is necessary to rule out the possibility legislator corrupt influence of individual public servants to conceal such violations, for example, that has already been done in the order of search vehicles (photos wanted the car automatically goes into the all-Ukrainian base, categorically denying the possibility " to resolve the issue by place").
"We should not forget about the fight against corruption in the traffic police, because, unfortunately, there are cases where the drunk driver by bribing solves the problem on the spot with the traffic police. Naturally, the ability to "pay off on the spot " implies irresponsibility of drivers on the roads" - commented Delo.UA President MNA "The European arbitration chamber" Gennady Doughnut .
Besides lawyers point out that most countries have long used extremely harsh methods against violators of traffic rules. "For example, in Canada, for violation of parking regulations imposed a fine of $ 500. And in the Russian Federation for drinking and driving without a license or persons deprived of their driver's license entails administrative detention from 10 to 15 days", - said Pampukha.
